Norway and Canada strengthen defence cooperation

The Norwegian Defence Materiel Agency (NDMA) and the Canadian government-owned Canadian Commercial Corporation (CCC) have signed a Letter of Intent (LOI) that establishes a framework for government-to-government (G2G) defence procurement cooperation between Norway and Canada.

The LOI is a concrete implementation of the broader Canada-Norway strategic partnership announced by Prime Minister Mark Carney and Prime Minister Jonas Gahr Støre in March 2026.

– We are pleased to have signed an agreement with the Canadian Commercial Corporation. This strengthens our ties with an important NATO partner, and the agreement opens up opportunities for closer cooperation, says Gro Jære, Director General of the Norwegian Defence Materiel Agency.

The LOI identifies, among other things, areas of potential cooperation in support of Ukraine, based on requirements identified by Ukraine. Norway and Canada have been steadfast and long-term supporters of Ukraine through donations of military materiel since Russia’s full-scale invasion. The agreement also opens up opportunities for cooperation related to the Norwegian Defence Materiel Agency’s support for the development and further strengthening of Ukraine’s defence procurement organisation.

The LOI enables the Norwegian Defence Materiel Agency to explore opportunities for government-to-government (G2G) procurement, under which the Norwegian government may purchase Canadian defence and security solutions. These include ammunition, missiles, unmanned aerial vehicles (UAVs), anti-aircraft systems, electronic warfare systems, medical equipment, defence technologies and related services.
